Richard Willis, the chair of Baylor University’s board of regents, announced that Paul L. Foster, board chair and executive chair of El Paso-based Western Refining Inc., has been elected to a three-year term on the governing board. A 1979 graduate of Baylor, Foster will join the board at its next meeting in July.

Foster and his wife, Alejandra De la Vega Foster, are recipients of the Baylor Legacy Award, presented to individuals who demonstrate extraordinary service and philanthropy to the university. Foster also has been honored for his support of Baylor by the 1845 Society, as well as the Judge R.E.B. Baylor Society of the Baylor University Medallion Fellowship.

In 2007, he donated $50 million to help create the Paul L. Foster School of Medicine at Texas Tech University Health Sciences Center in El Paso and was appointed by Gov. Rick Perry to the board of regents of the University of Texas System, where he is vice chair.
